[ICOM] Computer Controlled HF/Shortwave

I can not afford to spend allot of money for a radio, can someone please
tell me what a reliable older Base Station ICOM that would:

 

1. plug into the wall socket

2. have full coverage (HF/Shortwave)

3. all mode (cw/ssb/am/fm/rtty) 

4. with have built in capabilities for computer control

 

I don't have the money to buy accessories and additional items to get it
going.

 

Someone suggested an ic703 but I don't' know anything about that model.
