I recently replaced the light bulbs in my IC-28H. The hardest part was
starting the project. It appears fairly daunting at first but if you keep
track of where everything goes, it moves along pretty well. The bulbs are
soldered to the small pc board right behind the LCD. One tip...do not try
and unsolder the existing bulbs. Simply cut the wires with a small wire
cutter then remove the bulb from the board. Then, put the new bulb in and
cut the wires just long enough to hit the old solder spots. Then tin the
bulb leads, put the bulb in the hole and just touch the solder tip to the
old solder. It will work just fine with no melting of adjacent parts
<grin>.

I got my bulbs from ICOM Canada and I think I picked up a half-dozen for
about two bucks. Good luck with the replacement.
