Hello Jay,
It is a real pain to figure it out trial-and-error, but here is what I
have deduced over the past two weeks:

1. First, set the radio for auto repeater mode in Initial Set mode.
This will automatically set the - or + offset for any receive frequency
that you dial in. To do this, hold the Lock button while pressing the
Power button. The radio will power up in Initial Set mode. Turn the
M-CH knob to 20 AUTO RPTR and select on1 or on2. on1 sets automatic
tone off, on2 sets it on.
2. Turn power off, then turn it back on.
3. Select the band you want to program 14X or 44X with the up or down
buttons.
4. Select S2 using Display and Menu buttons.
5. Select VFO A using F-3 V/M button.
6. Select receive frequency using TS button and main dial
7. Press Display and hold until the Q6 RPTR TONE appears, then set the
appropriate tone with M-CH, then press Display
8. Select M4 and Press TON F-3. You should see FM-T at the top of the
display and a DUP- or DUP+ right below the receive frequency.
9. Select the channel to program using M-CH.
10. Select M2 using Display and MENU
11. Press F-1 MW to save frequency to the selected channel.

This should have your receive frequency, appropriate offset transmit
frequency, and subaudible tone saved to your selected channel. If
anyone sees anything I have omitted or any errors, please correct me.
