[ICOM] New 706MKIIG specs

It actually makes a lot of sense.  Except for 60 meters, most of the
mods are for MARS which is just outside the Ham bands in most cases. 

As for the rigs, I wish they would offer a sub-band program for them.
Being an Extra, I wouldn't need it, but the Techs and Generals might
want to "program" in their allowed, or desired sub-bands where they are
allowed to operate.   It might also be nice to program in the portion of
the band that my antenna covers with acceptable SWR.  The no-code users
(those that don't use code whether they passed the test or not) might
want to have their bands restricted to their voice priviliges.
