When I worked at Icom we used to get in for service handhelds sprayed with 
WD-40 when they got wet.
We used to just return them to the customer. It makes such a mess and makes 
the transceivers almost impossible to clean and repair.
WD-40 gets under chips and who knows what damage it does to coils and other 
components.
For most low voltage electrical I use Caig De-Oxit 5.

Since it worked for the encoder, good, but I would suggest replacing it soon.

Good idea with the graphite.  Especially since WD-40 IS NOT a lubricant!
