Thanks for all the suggestions!
I decided to start with the simplest suggestion which was to try a shot of WD-40 on the
shaft and rotate the shaft back and forth. That worked. It went from totally seized up to
rotating as smooth as new! I finished off with a dab of graphite laced lock lube for good
measure.
