[ICOM] 746 pro conundrum

I have a friend who recently purchased a new 746 pro. He had it less than 2 weeks when the transmit went out. He sent it to Icom and they "fixed" it and sent it back. Now it won't tune on 12 and 10 or put out anything on 6. He is asking Icom for a new radio. I don't blame him. They want him to send it back again this time on their dime. It appears to me he has paid full money for what will be a refurbished radio plus the shipping the first time it went in for repair. What do you guys think? Apparently they didn't check the radio thoroughly when they fixed it the first time.
