Good troubleshooting! I am glad that you resolved the problem.

I have been using Icom 20A-class linear PSU's PS-55 and PS-15) since 1989 to
power an assortment of Icom HF transceivers, including all members of the
IC-756 family, and have never encountered an EMC issue with these units. It
is most regrettable that a power-supply vendor which represents its products
as suitable for use in a high-RF environment does not pay more attention to
EMC.
