Not discrimination at all.  The FCC regs concerning first-time sale of 
linears greatly restrict what legitimate(!) sellers are allowed to do. 
Dealers run a substantial risk by selling non-type-accepted amplifiers 
or amplifiers that can do "CB" freqs. to non-licensed buyers.  All of 
this is rather clearly and completely detailed in FCC regs; why are we 
wasting time on the Icom list to speculate about it?  Dick, where are 
you when we need you?
