I agree with Dave WD9BDZ that it may be necessary to insure that the power 
output setting of the 718 is indeed correct.

Page 42 of the manual describes how the RF power output of the radio is 
adjusted.

You must enter the Quick Set Mode and choose the first option RF Power. It 
can be set from L through 99 to H or about 100 watts output.

The default value is H or 100 watts but there is no telling what the 
setting might be right now. Check this to see the current setting. Perhaps 
that is all that's wrong.
