A while back I bought and IC-718 on eBay. When I tried to transmit there 
was no output power. I sent the radio into AES for installation of the 
precision crystal and to have the power problem checked out. The report 
was that the transmit power was set to zero. AES did a reset and cleared 
the lockout.
Down load the user manual and check for the proper settings.
