Be sure it has the 1750 hz tone burst option.  Not all HT's sold in 
the USA have this.  It is needed to open or get access to EU 
repeaters.  When I took a trip to EU I looked for a VHF-FM HT with the 
1750 hz in the $100-150 price range and only came up with a brand Y at 
the Anaheim, CA HRO store.  If you have more time to research and look 
around maybe you'll find an Icom HT with the 1750 tone burst.
