Hi Mike,
You were fortunate to get that "export" IC-2KL. I purchased mine from a
Toronto dealer in 1989, and it was also the "export" model. I had to
reprogram its successor, a Yaesu Quadra, for general coverage - a 15-minute
job.
Canada never had that silly rule; prosecution of CB violators did the job
pretty well.
It is possible that Icom have deleted the bezel, bandswitch etc. from the
mod kit. A friend of mine in Florida who did the mod in 1994 received those
parts with his kit.

Yep - this is why I am so very pleased with the IC-2KL I bought in Europe
back when the Army had a lot of soldiers there and France and Germany were
our friends (Well, Germany anyway). It came with 10/12m enabled, and even
has the band switch and LED for 10/12m.
I did the mod (without the bezel/band switch/LED) for a friend a number of
years ago, and it was not that difficult. Seems we took an hour or two. I
do remember that if you didn't read the directions completely it was easy to
miss a step and it would not work.
Read carefully, go slow, and it will all be fine.
