[Icom] 746 Pro encoder & more

Good idea if you user has the "wobbly shaft" problem. I think ICOM might have gotten a bad batch of encoders in the early run of 46Pro's.  
My late unit has a nice tight encoder, and no problems. I also installed the CR-338, which nicely stabilizes the frequency in about 1 minute, as opposed to 15 minutes. Stabile as a "Rock" now, no matter the shack temp.
