I would be very careful about attaching to the roof rack screws on a 
Cherokee for a ground.  My 86 Cherokee appeared to have some type of 
synthetic/nylon insert that the screws went into.  To get a good ground 
that way I used an insert I had from work that was made of metal and 
compressed/expanded above and below the hole.  I am having a brain block at 
the moment and can't remember the name of the insert or the tool used to 
put it in with.  Commercial glass companies use them to replace screw 
holes, in thin, 1/8" or less, aluminum or steel, that the machine screw has 
been torn out of.  I also scraped away a small circle of paint around the 
hole so the outside of the insert's lip would have good contact.

So far, I have not used anything other than a 3 mag mount and 10/20/40 
Hamsticks on my 2001 Cherokee so I don't know if there are inserts in the 
rack attachments or not.  If I keep it I will get a screwdriver and attach 
it by way of the frame tube of the hitch.  You might want to stop by a 
dealer and ask to look at a parts book blow up diagram of the rack screw 
area to see if inserts are used.
