What is the problem.  We've been telling the FCC for years that we Hams are
superior radio operators who know how to do anything with our radios.  Now
we have a little challenge - 2.8 KHz at 5 specified frequencies.  What's the
big deal.  Limit your audio frequency and don't over drive the transmitter
with modulation and everything will be fine.  No, we won't have "HiFi
Sideband" here, but we should be able to complete communications within
these requirements.
