I agree George.  I think it's odd.

What do the YLs do?  Offset -2000 to make up for the higher voice frequency.

FCC would have been better off specifying the frequencies as the ITU does
(and they also do) with carrier frequencies.

Everyone is on the same frequency - the channels are 3.0 kHz spaced - you
can operate channel 401 right next to channel 402 fine. (4357kHz vs.
4360kHz) all channels USB from 1.700 MHz to 25 MHz.

Directprinting radioteleprinter is done the same way, but you have a little
bit of math to do to offset the modem frequency.
