The meters on a PRO2 indicate peak envelope power under steady-state
conditions, such as a two tone signal. But, under speech input, both the
duty cycle of speech and the meter time delay cause the panel meter to read
only about 40-60 watts on peaks depending upon the individual voice.

In RTTY mode, the transmitter is working correctly if the panel meter
indicates 100%.

On SSB, a reading on voice peaks of anything over about 40 watts indicates
proper operation. It is best to observe the r-f output envelope on a scope
if possible to determine if over-driving and peak clipping is taking place.
