[Icom] PCR 1000

I used a PCR 1000 with windows 98SE and ME for almost 2 years and had no
problems with the software. I suspect the issues you've heard about pertain
more to the configuration (or more accurately the mis-configurtion) of the
com port the radio connects to. If the port resources are not set up
properly the port will freeze up.
