[Icom] Ic-756ProII Problems

Did you try disconnecting the mic to make sure it's not a short in the 
mic/cable/connector?

Do you have any digital gear hooked up, like a TNC etc? Disconnect 
everything but the power cord and a dummy load. Does it still come up in 
xmit?
