[Icom] IC-735 low power output

I have a IC-735 that has low power output. It varries as to the band that is 
being used. It has full output on 10 mtrs but go as low as 20 watts on other 
bands. I have check the relays in the band pass filter and they all are OK 
and switch on correctly for the band in use. If I by-pass the band pass 
filter and look at the output from the PA into a dummy load I have full out 
put on all bands. Any idea's?
