[Icom] IC-718 CAT control for transmit/receive

The CI-V command set does NOT include a feature to switch from receive to=20
transmit and back, although I understand it may be there on the new rigs.=20
That's way the interface electronics and supporting software, such as PSK,=
=20
will key a signal (can't remember which one) to in turn key the PTT line of=
=20
the rig.
