Dunno...  been using the rat-shack bulbs for over 20 years now, and while
the price has gone up, I have never had a problem getting them to fit and/or
light.  The rubber grommet is re-useable.  The bulbs are
available -RIGHT-NOW- , no shipping, no waiting.  And at $1.29 for TWO, the
price is right.

I guess value is what you make of it.
