[Icom] PW-1, 756pro, 738 problems....

I have had my pw-1 married to my pro for several months and just got my new opc cable to hook up the 738.  I did a complete reseting of the pw-1 and did the 2 rig setting as shown in the manual.  My pro works fine with the amp and all is well, the 738 appeared to be fine and it is now married to the amp and follows bands tunes and all. However when i activate the amp, my power is low and delayed with the 738.  Watching the output of the 738 is only 10 watts, and there is a delay of the power going into the pw1 (if I let it set for 2 seconds, there is no delay).  When I turn the amp off, no problems, full 100 watts out.  
Both rigs are set to 9600 baud, the civ address is set to 54h on the 738.  Am I doing something wrong?  Thank you...Steve
