Hi Bill,
Your R-71A may be suffering from the infamous HPL VCO trimmer problem. This,
and several other IC-R71A service issues, are described on the Icom
Troubleshooting FAQ site:
http://www.icomamerica.com/support/troubleshooting/ic-r71a.html
Before you trash the receiver, it may be worth the trouble to look these
service tips over.

Hi Gang,
I have a question. In a very weal moment, I picked up a "almost mint" Icom R
71 A from Epay to use in my shop as I did not want to put my new R 75A out
there.
Well, I got it today and granted it was cheap but this thing is the most
deaf & howling receiver I have ever heard. The volume has to be almost al
the way up to hear audio and then it howls. What signals it does hear (
when they are really 40 over) are distorted and raspy. Even AM is a joke.
Before I decide to more or less trash it, has anyone ran into this before?
Thanks,
