[Icom] RF power cut back on IC-910H

I've noticed that the 910 limits it's output power very rapidly. It's =
not always caused by high SWR, as I've seen the power limited with a =
1.5:1 SWR. When the 910 likes it's match, it will output over 100w on =
2m, and 70w on 70cm. However, when it does not like it's match (could be =
what most would consider a reasonable SWR, say 1.5:1) it may only output =
1/2 power. It seems most sensitive on 70cm, which makes sense. On 70cm, =
my dummy load (rated to 525MHz) will cause it to cut back over ranges of =
frequencies.
My question is, do other 910 owners see this happen? I've looked in the =
service manual and there does not appear to be a HW or SW adjustment, it =
looks like the cutback circuit is hard wired. I've not contacted Icom =
because I know what their response will be. Any info is appreciated,
