Hi Daniel,
Yes, you are correct. A digital voltmeter (DVM) will do the job just as well
as an oscilloscope. I always use a DVM for this procedure.

Since the alignment instructions call for an oscilloscope in order to
measure and adjust to 6.5 volts & I do not have one nor could I get my hands
on one easily, do you know if I could use a digital voltmeter instead and
get the same results?. I mean, only to adjust the new caps inside the PLL.
