1.Does he have connection to both battery poles, or just the "+" pole?
2.Does he have good ground for his antenna or is he using a "magnetic mount"
Both of these are situations which I've cured with a good ground.
If he has a good ground (at battery) for power and a good ground for the
antenna, then try a line filter. ICE (International Communications
Engineers) in Indianapolis, In. makes one I like. (My comments assume that
the vehicle's electrical system is free of defects.)
In the "old days" when transceivers were larger, most had a built in filter.
Now, for economy of space and price, the filter is not included.
