I agree.  It seems to be band related, but not all the time, so??
There are time that I can read the person very well, however, the analogue 
as well as the digital read no signal strength.  What do you give him?  I 
usually give a 53.

I had one person ask for an RS, did not like what I gave him, "moved" his 
antenna, then asked for another report,  so I natually gave him a 59.  Oh 
whatever.
