The diagram I saw of the CT-17 had 4 jacks for connecting 4 devices (radios). Internally the tip of the 4 jacks are connected together. 
Tip and ring (ground) make up the CI-V bus. It is a 2-wire bus with all devices connected in parallel.

The computer is connected to this same bus thru level converters. 

If you were not using a computer to monitor or control the CI-V interface, it would seem to me you do not even need a CT-17. If the 
transceiver CI-V port was straight wired to the CI-V port of the PW-1, the PW-1 would see the transceiver band changes and follow 
along. Is there a reason this would not work?
