The output power on SSB is normal for an averaging type meter. The meter
movement cannot respond quickly enough to find voice peaks. So, it makes
an 'average' reading.
Sounds more like rf feedback getting into the mike circuit. I added a
ferrite bead choke on my coax just below the antenna and added several
additional ground straps from the antenna mount to car chassis.
