[Icom] CT -17 interface

The rig DOES broadcast frequency & mode changes. If I remember correctly it
plugs in an rig address of "00". Additionally, any rig on the interface
will recognize that information when it receives a CI-V command with an
address of (1) "00", or (2) its appropriate value. The "00" allows other
rigs on the network to track the sender.
