[Icom] swr on ic 706 on psk help

HI Chris here,
before you disgard this i made general last week so it's not in the books
yet

i'm  trying to use my new ic 706 with a 80 turough 10 meter vertical

if i key an umodulated mike on 20 usb
i have a 1 on the swr meter.

if i speak then it jumps up to 3 on the swr meter, which is actually showing
me the alc even when i have the swr on screen, because in receive this seems
to be the same place when i go into receive and display the alc level, is
this correct?

if i try to use psk31 digipeter to transmit it also reaches up to the three

and i stll have the problem of when i put the rig into vox getting ready to
use, it keeps jumping from tx to rx back and forth. although it is not
transmitting untill i transmit the psk
