For military vehicles this makes sense. The antenna will save you neck if there is any
piano wire layed accross a road. It will bend and push the wire up over the vehicle.

I too had a 'burb and was curious on this but never got around to
mounting any HF gear aboard...Front bumpber seems like a good
alternative
but what about the legal aspects of it ie blocking view while driving?
