[IAham] 3.990.5?

I have a list (don't remember where I found it) that
lists RACES (Communications with State EOC) using
7250.0 during day and 3990.5 during night.  ARES
(State EOC not involved) uses 7235.0 during day and
3970.0 at night.  Maybe this is what they were talking
about.
