Tests can be relayed up to an hour.....EANs and similar real alerts MUST be
transmitted immediately. Weather alerts can be delayed also...but WHY??
Part 11 of the FCC rules has all the rules for EAS and permitted times......

That's probably a more accurate description of what I was thinking.
They would get a notice at noon and had until 1215 or 1230 to comply.
