Experience of interrupting loads, resistive or otherwise - results in an 
arc.

That is why even fuses are designed with a distance based on the voltage 
designed for.

I've observed PLENTY of arc with NO reactive element involved.

Ever see a flashover of a DC Hi-Pot test when the item fails?
