Look at the current limted, variable supply on my web page.

near the bottom under power supplies. I've added a simple negative tracking
reg circuit to that page. Though the supply is designed for 0-14 volts
output at 2A, you can addapt it for higher output voltage and current
easialy enough. Relpace the pass transistors with well heat sinked TO-3
types and convert it to a darlington with an additional transistor.
