Hi Loren,
There's a dual tracking regulator with voltage and current capability
in the datasheet for the L165 power op-amp available at
http://www.st.com/stonline/books/pdf/docs/1317.pdf . This uses an
adjustable positive voltage regulator in the usual way and the L165
works as an inverting amplifier to provide the negative output.
Another example at http://members.shaw.ca/roma/supply-2.html uses a
pair of three-terminal adjustable regulators plus an op-amp to make
them track. This one only does plus/minus 12 volts at 1.5 amps. With
beefier regulators you should be able to do 3A at plus/minus 24V, but
I'm not sure if there's a negative, adjustable 3A regulator available.
You could also use one of the newer low-current dual tracking
regulators with external pass transistors.
Good luck!
