I'd suggest looking at the designs in either (or both) of:

	Solid State Design for the Radio Amateur (Hayward)
	Experimental Methods in RF Design (Hayward, Campbell and Larkin)

Both are great books with real designs and much good practical
information.

Secondly, do a Google search for 'homebrew transmitter CW' and you will
get URLs to lots of fun things out there. Many of these are QRP, but you
could always start there and add a power stage later. You can also check
out things like the MiniBoots amplifier (5w nominally but can be
persuaded to output more than that).

Couple of suggestions: it's much easier to get things working initially
on a lower band such as 40m. Also, RF devices that will work at 7MHz are
much cheaper than ones that will work at 28MHz (for example, an IRF510
is fast enough for use up to about 15MHz but that's it). Also, I would
suggest using solid state devices (rather than tubes) to start; that
way, you can experiment using ugly construction with no lethal voltages
floating around.
