By 'broadcasting' channel 3...

The cable folks may not be really happy with that. They go to great lengths 
to keep the signal from leaking out - FCC requires it.

What you essentially have is an unlicensed channel 3 transmitter...

It's not FM. It's a plain NTSC TV signal. Your TV could not decode an FM 
video signal.
