My math is OK, but my recollection of the formula is poor.  ;-)

I see 15 dB as 5 applications of 3 dB, each one being a doubling of power, 
so starting with 100 watts and doubling 5 times we get 200, 400, 800, 1600, 
3200 times 70% = 2,240.

The precise formula is (I looked it up)  M = 10^(dB/10) where M is how many 
times the power is multiplied.  So 10^(15/10) = 31.62.    100 X 31.62 = 
3,162 and 70% of that is 2,213.
