[HIham] Temporary Mt Olomana 146.66 MHz VHF repeater install

Per Chris, NH7QH.

In the second or third week of December, the EARC intends to pull out 
the Olomana VHF 146.66 MHz and UHF repeaters from the District IV EOC 
for repairs. Chris NH7QH will loan the use of a VHF repeater for short 
time to make the repairs happen. PL 103.5 will be used on the temporary 
repeater for transmit and receive. There will be email with the exact 
date as EARC and DEM plan the removal.
