[HIham] Kauai Council passes Bill 226 Cell phone bill

Kauai Council finally passed its bill yesterday after amendments.  The 
key points are:

*  Two-way radios are exempt, with language similar to Oahu and Big Island.
*  Amateur Radio is exempt, similar to Oahu and Big Island
*  Nextel PTT devices are considered cellular telephones, and therefore 
are not exempt as two-way radios.

I believe what's key are the definitions within the bill.  The article 
talks about it, but I have not seen softcopy of the bill, and it's not 
posted on the web.

Maui County is up next.  There are at least three Maui hams overseeing 
amateur radio involved in their endevor with the Maui Council.
