[HIham] C&C Bill 4, CD1 is available for testimony regarding cell phones

City Council Bill 4, CD1 has passed out of committee, and is being 
prepared for a second hearing on March 18th.

There's been some language changes, but it still affects mobile two-way 
radio operations in that not all two-way operations are exempt.  Now is 
the time to submit public testimony on this bill.
