Representatives of C&C DEM and State CD were made aware
earlier in the week of Bills 4, HB 14, SB 249 and 760
and the communication was kept at a professional level that
their two-way mobile usage might be affected by the
unintended consequences of the broad language in the majority
of these bills.

They were also given the link to the website, so they can track
further developments.

The representatives are very aware of the impact these bills
can have on the DEM and SCD RACES programs if it also
affects their DEM/SCD two-way voice and data services.

Please keep in mind that as amateur radio operators,
we need to communicate professionally with our
agency counterparts, not only in DEM/SCD, but in
the hospitals, HPD, HFD, (same with the counties),
HECO, HawaiianTel, medical community, Red Cross,
National Guard, all branches of the military, counties/state/federal
agencies, FBI, water supply on Oahu and Neighbor Islands,
FAA, etc.  Many of these representatives are also hams too.
They are in working areas of county and state government,
and the agencies listed above. Many are reading these reflector emails.
They are literally one step away from elected officials, etc.
Please be careful of what we write.

So, we need to assist them by keeping our communications
at a profession level -- informing them that their two-way
service and operations might be affected.

If we've established working relationships and dialog
with hams and non-hams in these and other
agencies, and talk about our emergency communications
role during times of non-emergencies (ie, over a cup of
coffee), these representatives are fully aware that not
only are their work affected, but our community service
is affected at times like these.

I know in conversation that at least some of them have
taken the work back through their work channels and
have informed appropriate, responsible persons to
look into testimony, etc.
