[HIham] [koolau-arc] Status update on Big Island Bill 66, Cell phone legislation

This buck passing is so bass-ackwards but it I guess a county ordinance
gives the State Legislature an excuse to finally pass a State law banning
hands-on operation of celphones and other electronic devices with public
safety, commercial and amateur radio operators exempted.
