Planning Meeting was incorrect.

Scroll down to the April 9th meeting of the Transportation and
Planning Committee and click on "video".
There's a search function. Search for Bill 4 so you don't have to
watch irrelevant stuff. (Some of the captioning says CD1, but it is
really CD2.)
