It's a method for advancing a bill for further discussion in the larger 
body. If no amendments or other improvements are made to the bill, at 
some point, it's likely to fail.

We have an amendment going in hopefully today to that provides for wire, 
vertical and mobile whip type installations in CC&Rs which should 
address several concerns about large HF yagis. We look forward to 
keeping the bill alive until it reaches the Senate.
