This from another amateur radio reflector this
morning,  shows the technical understanding
of "those in control":

"In the cell biz, I've been asked by zoning boards if we 
can't just bury the antennas, since they bury power and 
telco lines :-)"

In a private response to Kauai Rep. Morita,  I went
to some effort to explain a few technical issues about
radio and antennas.  She was appreciative,  however,
she wants to find some sort of compromise with the
CC&R and condo groups.  Thus I went to the "wire
out the window" compromise position. Yes, this would
require an in-the-apartment ground counterpoise of
some sort to keep RF off the radio gear,  and an
antenna tuner to use various bands,  but it is an
antenna that WILL work!

To get these bills through,  there will be compromises.
Another representative suggested "at least one" permit
per condo complex/CC&R controlled community.  Not
sure how to handle that one,  but it would answer the
needs I outlined in my submission:  communications
out needed for each neighborhood.

Any other ideas out there?  Not much time left until
Friday's vote anticipated.
